Twaweza East Africa is a regional non-governmental organization registered in Tanzania with offices in Kenya and Uganda. Broadly, our work focuses on both the demand (citizen) and supply (government) sides of decision-making processes (governance). Currently, Twaweza is implementing its third strategic plan (2019-2022) guided by a three-part mission statement:
- To demonstrate (in selected geographies) that citizens can come together and collectively organize to solve their local systemic problems;
- To systematically gather and amplify citizen’s views and encourage policymakers to respond to citizens’ views and priorities; and
- To contribute to creating an enabling environment for meaningful citizen-government collaboration in bringing about sustainable and equitable development.
This strategic plan describes the theory of change and accompanying progress markers for assessing our contribution to solving these problems. Addressing wicked problems also calls for diverse trials that are adaptive, creative, and collaborative in nature, otherwise known as ‘clumsy solutions. Learning, particularly learning from key stakeholders, becomes of paramount importance in dealing with wicked problems.
It is crucial for Twaweza to gather critical and constructive feedback from key stakeholders on our work to appraise effective and efficient ways to continue its mission in uncertain and dynamic contexts. We use this feedback to assess various aspects of the relevance of our initiatives in addressing the identified problems, appropriateness of our strategies and tactics, progress towards the intended impact on citizens, civil society and the society at large; and how to better manage relations and collaboration with key stakeholders from important sectors including media, Government, civil society, development partners, and academic/research institutions, among others.
The objective of the activity
The objective of this short-term consultancy is to gather critical feedback through individual in-depth interviews with selected key informants from the media, civil society community, academics/researchers, public sector (senior Government officials and politicians), and development partners (donor community and international organizations) on Twaweza’s work. Findings from the interviews will be synthesized for internal reflections i.e. inform our future implementation and external reporting.
Key Tasks And Planned Activities
- Review the interview guide developed by Twaweza and finalize it.
- Develop a work plan, budget, and timeline for carrying out the assignment.
- Collect data through interviews and documentary reviews (where necessary), analyze the data and produce a draft report.
- Submit a draft report to Twaweza including an executive summary and PPT slides to be presented to all Twaweza staff.
- Incorporate feedback and submit a final report.
The contract should be executed within the period from November 2022 to December 2022. Twaweza East Africa desires consultancies/a consultant that should not exceed 40 working days which will include preparation, data analysis, aggregation, and documentation of the final report.
Qualifications
At a minimum the consultancy or consultant must possess the following:
- Demonstrated social science research experience, particularly in qualitative analysis.
- Experience in conducting program and portfolio reviews.
- Demonstrated knowledge and experience on relevant topics including governance, citizen participation, community development, accountability, and transparency among others.
- Good understanding of citizen agency and public policy advocacy environment.
- Excellent analytical and report-writing skills.
- Clear, effective writer in English.
- Personal skills: good communication, analytical, and drafting skills;

Provision of Consultancy Services for Supporting Tanzania Government to Report on the Implementation of the 2017 RS|SR
Introduction
The global paradigm is rapidly changing towards a knowledge-based economy requiring capacities for research and innovation. The current global COVID-19 pandemic is also a wake-up call to advance science technology and innovation in relation to challenges and needs.
An accord on common global norms and standards (2017 RS|SR) provides a benchmarking tool and a framework within which to consider how science will be changing, and how people concerned for the advancement of science can be mobilized to help certain steps occur in Tanzania. It offers for example a monitoring framework. [1] Using this framework and a number of other internationally recognized tools and measurements, Tanzania is initiating a process focused on advancing science and improving the conditions to cultivate a strong research community and innovation culture, which over time will bring greater focus policies, strategies and other initiatives, to create a strong impact.
The Government is initiating this project. The project starts in March 2021 by mobilizing some key institutions (including the science community, public private academic institutions and others) to assess needs, and then proceed to an action plan and actions that will be tailored and selected for attaining specific goals in advancing science. Up to date methodologies will be applied, and UNESCO’s collaboration with the Government -- made possible by the Swedish International Aid Agency – will ensure that internationally recognized metrics and tools will be applied, and a strong support team will assist the analysis. The aim is removing barriers and finding the best ways to build an even stronger science community from today.
The present Terms of reference is intended to engage a locally recruited consultant(s) for carrying out certain essential tasks to help ensure the smooth implementation of the project, in close relation to the establishment and functioning of a high-level pluralist and independent Consultative Group (CG), the chief technical body for the project. [2] The consultant will work under direction and guidance of the CG’s executive and in close relation to the CG members, although this person will also be accountable to and compensated under contract to UNESCO.
[1] Used well over time the data that will be collected for it can be turned toward refining policies and strategies so as to have impacts toward advancing science.
[2] The CG is responsible to deliberate and conclude a preliminary assessment and benchmarking of the Tanzanian research and innovation against the standards defined by the 2017 RS|SR in ten key areas, within the next three months, then to proceed with identifying actions.
Objectives and Scope of Work
4.1: Provide technical support to the drafting of the national monitoring report on the 2017 RS|SR, by mobilizing policy-makers, research entities and other key stakeholders to work together and to; ensure by all means that all the documentation and materials are timely reported, make accessible including online, and uploaded to the GO-SPIN profile; tracking any areas that come to light later in the project and were not previously investigated, and ensuring the follow up to keep the collection up to date including:
- Devise/revise policies and systems to apply the 2017 RS|SR (with a focus on the needs and priorities defined in 3 above.
- Apply revised methodology for “research and innovation profiles” in line with the 2017 RS|SR;
4.2: Collect data on progress towards implementation of the 2017 RS|SR and related information relevant for the 2020 UNESCO Science Report and
4.3: Prepare a comparative report on the question of academic freedom, offering in-depth analysis of the systemic conditions that enable scientists to contribute to the public good in line with the normative thrust of the 2017 RS|SR
4.4: Carry out other tasks as a focal point to ensure that GC and Government is enabled and helped to take control in a way that brings value to and supports the sustainability and the continuous improvement of this collection you created, as well as ensuring the setting out of guidelines and policies to facilitate the use of the collection
Implementation Strategy
The assignment will be carried out for six months (6) working 9 days per month from the month of starting the assignment. The assignments will be carried out through conducting mission visits to Parliament’s library or other institutions, conducting interviews, desk review of relevant documents, consultation with relevant authorities, partners and stakeholders, participation in GC meetings. Uploading to the GO-SPIN platform will be carried out in close collaboration with the Government’s appointee, who holds authority and responsibility for the materials entered. Other follow up will always prioritize follow up in key areas of least coverage.
Qualification
This is an individual consultancy assignment where the Consultant should have at least
Education: At least Master’s degree from an accredited university in a relevant field involving Basic or Engineering Sciences, Public Policy Research such as Capacity Development; Science, Technology and Innovation (STI), or Innovation Management;
Experience: Minimum Ten (10) Years work experience with Government of Tanzania on STI policy systems, academic freedom, gender equality, worker conditions, climate change or closely related-field or experience working in Development/Public Policy with good knowledge of how law and policy affects in practice research and innovation in any domain or field of science/medicine/engineering, as well as familiarity with the Sustainable Development Goals and Africa Agenda 2063.
Skills : Strong computer skills and understanding of online platforms and report writing skills
Languages: a strong command of Swahili and good command of English;
Women meeting these requirements are highly encouraged to apply. Experience working with and understanding of STI monitoring tools of any kind, including national statistics, will add more credit.
Expected Key Deliverables and Dates

The consultant will report on a monthly basis in short progress reports and end the project with a handover report.
Proposed Payments Schedule
The payments schedule shall be implemented in relation to progress on tasks as demonstrated by the key deliverables and a final report. The payment will be implemented on monthly basis after submission of the progress reports under each task; the dates for payment will be determined by the deliverables and the assignment will be carried out for 9 days per month for six months from the date of starting the assignment.

Understanding of the Assignment
Uwezo Tanzania intends to conduct an evaluation of its Strategic Plan (SP 2020-2023) and support on development of its new Strategic Plan 2024-2027. The purpose of this evaluation is to provide Uwezo management, board and donors an independent opinion on whether and to what extent Uwezo has managed to implement its 4 year strategy. The assignment requires the consultant to assess and provide an opinion on the following key areas: (i) Uwezo’s theory of change and underlying assumptions guiding strategy implementation as well as Uwezo’s assessment of the operating context, (ii) Programmatic as well as operational and organizational development priorities, (iii) Uwezo’s management capacity against the priorities set out and effort to ensure financial, programmatic and operational sustainability, (iv) A pathway for developing an effective Monitoring, Evaluation and Learning (MEL) framework and plan such framework and practices. (v) The management and governance framework and practices at Uwezo and to provide recommendations on how UWEZO can adopt a fit-for-purpose structure and culture, (vi) Recommend the necessary reforms and adjustments to ensure effective implementation of the next strategy. Specific Objectives of the assignment The main goal of the Uwezo Mid-term review is to provide an independent assessment of the Implementation of the Uwezo four year plan (2020-2023). Towards this end, the review has five specific objectives; 1. To assess the Theory of Change and the underlying assumptions around which the strategy was built. 2. To assess the current management capacity, learning culture, governance framework and practices 3. To assess the effectiveness and relevance of Uwezo’s strategies for achieving results and sustainability 4. To identify successes and gaps in the implementation of the Uwezo strategy and the factors that led to such success or lack thereof. 5. To recommend to Uwezo the key adjustments and reforms to be undertaken in order to fulfill the goals set out in the strategy for the remainder of the period. 6. To Support on Development of UwezoTanzania new Strategic Plan 2024-2027
Expected Outputs The final output of this assignment is expected to be a detailed report outlining the main findings and recommendations based on the overall objectives as stated in the ToR. The review is expected to lead to the production of several key output; 1. A comprehensive draft strategy review report outlining clearly the extent to which the Uwezo strategy has been implemented, the constraints for such implementation and the organization’s capacity to deliver. The review is expected to be based on documentary review, consultations with key informant interviews and stakeholder workshops as agreed between Uwezo and the consultant. 2. In the interim, the review will produce a maximum of three stakeholder workshops including a Uwezo funding partner’s workshop, a Uwezo implementing partner’s workshop and finally a joint staff and board workshop on the mid-term review. 3. A concrete list of recommendations for revisions, if any, of the Theory of Change and program priorities to enable Uwezo to develop a short-term plan for the implementation of the remainder of the strategy with clear resource needs and revised projections and plans. 4. Draft developed Uwezo Tanzania Strategic Plan 2024-2027.

- Background Information
2.1. Project Background Information
In the year 2015 the Ministry of Education, Science and Technology (MoEST) conducted an out- of-school profiling study and found that a total of 3.5 million children aged 7 to 17 (51 per cent girls) were out of school, including more than 2 million lower secondary school age and 1.2 million children who never attended school. As per the structure of Tanzania’s education system, Adult and Non-Formal Education (ANFE) sub-sector was supposed to attend to these statistics in order to ensure opportunities for schooling are provided to the out-of-school children and youths.
To respond to the learning needs of the adolescents who are being missed out by the formal education system annually, the Integrated Program for Out-of-School Adolescents (IPOSA) was developed by the MoEST through the Institute of Adult Education (IAE), IPOSA is part of UNDAP II Education Outcome and is aligned with the National Development Vision 2025, the ESDP 2017/2021 (and now ESDP 2021/2022 – 2025/2026)
and SDG4. Overall, IPOSA enables youths and adolescents aged 14-19 years old to acquire knowledge, skills and self-perspectives which would enable them to contribute fully to social and economic development. Specifically, IPOSA aims at developing literacy and numeracy skills (reading, writing and counting) to adolescents who never attended school; develop life skills e.g. personal empowerment, good citizenship, living together and skills for employability; develop vocational and entrepreneurship skills which would enable an adolescent to cope up with life as well as the society around through self-employment.
The Government of Tanzania received financial and technical support from UNICEF and started developing the IPOSA program soon after the out-of-schoolstudy results were out.
IPOSA development process was completed in 2018; the official launching was done in March 2019 in Tabora region. The program is implemented by the Institute of Adult Education in collaboration with PO-RALG and MoEST.
In 2021, KOICA and the Government of Tanzania conducted a feasibility study which concluded that KOICA would be willing to support IPOSA in six regions. The Government of Tanzania has intended to use the proceeds to scale up the implementation of IPOSA in six new regions namely Manyara, Shinyanga, Simiyu, Singida, Pwani and Tanga for the period from 2022-2025, seeking to reach 30,000 youths. The project will be implemented in five Local Government Authorities (LGAs) per region., and it is expected that 30 IPOSA learning centers will be established the selection of the specific LGAs will be confirmed by April 2023. The project will also support the establishment of 3 IPOSA teaching centers.
2.2. Expected Results
The main objective of the project is enhanced, equitable and inclusive access to quality basic education and life-long learning for out-of-school adolescents.
The project has the following Outcomes:
Outcome 1 : Out-of-school adolescents have increased access to skills-based education and life-long learning opportunities allowing them to become active contributors to their well-being and their communities.
Outcome 2 : IPOSA graduates have enhanced capacity to engage in self-employment or access formal employment.
In terms of the information about the expected results in detail, please find the Project Design Matrix (PDM) in Annex 1.
- Objectives and Scope of Baseline Survey
3.1. Objectives
The overall objectives of the baseline survey are:
- i) To determine the current situation of the target beneficiaries in six project regions. ii) To conduct market research and needs assessment in the initial stage of the project.
iii) To establish baseline data on the basis of the current status of the indicators in the PDM of the project.
The survey will be used to gain more information to determine which districts and IPOSA centers will be selected as targeted areas, which trades are in the highest demand in each LGA, and which equipment and materials are needed in targeted IPOSA centers.
3.2. Work scope
The scope of the survey will fall within the following areas of tasks:
- i) Providing justification of the project implementation through desk research on the IPOSA program.
- ii) Establishing baseline values for each indicator of project outcomes and outputs according to the PDM.
iii) Collecting related data including research design, survey methodology, sample selection method, data collection method, data analysis method and results. iv) Assessing needs of the targeted six regions through the results of the following surveys and literature reviews.
- Market research by LGAs for the selection of vocational training subjects(short-term/long-term) to be offered from each targeted IPOSA center (disaggregated data by region).
– Including establishment of checklists for mapping centers and trades for the vocational training programs through the market research
- Research the needs in equipment and materials for vocational trainings of each targeted IPOSA center and identify the list of equipment and materials. (disaggregated data by region).
- Survey on basic literacy levels among out-of-school adolescents (disaggregated data by gender and region).
- Survey on vocational training needs of out-of-school adolescents with disabilities (disaggregated data by gender and region).
- Literature review about the prevalence of adolescent pregnancy and child/early marriage among out-of-school girls. (disaggregated data by region)
- Literature review about the labor market participation rate of out-of-school adolescents. (disaggregated data by gender and region)
- Survey on the perceptions of community people including parents on education for out-of-school adolescents, especially girls. (disaggregated data by gender and region)
- Geographical areas
The baseline survey will cover the six regions including Manyara, Pwani, Simiyu, Shinyanga, Singida, and Tanga in Tanzania. Interviews will also be conducted with selected key institutions and potential target beneficiaries that GDC Consulting has identified and will engage with during the project implementation stages.
A preliminary list of specific stakeholders and beneficiary groups will be shared by GDC Consulting to inform further development and finalization of the field visit plan by the consultancy firm/team.
- Approach and Methodology
The consultancy firm/team is expected to propose appropriate mixed methods based on the stated objectives, including quantitative and qualitative, which will be used to
collect and analyze data/information to triangulate the information and promote the participation of different groups of stakeholders. However, the consultancy firm/team will elaborate on the methodologies and scientific sampling techniques for the survey as well as for the other qualitative methods such as focus group discussions and key informant interviews to be used in the baseline survey.
Based on the feasibility of their use, the consultancy firm/team may deploy both digital Data Collection and traditional/conventional data collection methods. This baseline survey encompasses administrative data as well as primary data based on the results framework.
The applying consultancy firm/team must propose a methodology including aspects of sampling, sample size, tools, design and administration, which will be reviewed and approved by GDC Consulting. The consultancy firm/team is also expected to provide a detailed methodology with tools for fieldwork as part of their inception report.
The above-mentioned approach is only the general approach as suggested through the TOR, however, there is no limitation to apply only the suggested approaches. The consultancy firm/team shall propose appropriate approaches/methodologies as per requirement.
- Deliverables/Expected outputs and reporting
- i) Research clearance . Considering the lengthy process, it is required to proceed with the Tanzania Commission for Science and Technology (COSTECH) application as early as possible. The administrative support such as an issue of official letters will be provided when needed;
- ii) Draft inception report including a detailed work plan/Gantt chart, proposed report format/outline, a detailed methodology (including sample size and sampling plan), data collection tools, analytical framework, survey questionnaires and plan for fieldwork;
iii) Oral presentation of the draft inception report (according to the circumstance, the oral presentation can be substituted by other formats of delivery.);
- iv) Final inception report including final translated survey tools, sampling, methodology, analytical framework and survey questionnaires. The report format and outline will be agreed during the inception phase;
- v) Draft baseline survey report including raw, cleaned data sets; vi) Final baseline survey report including datasets. The report should include at a minimum: executive summary, list of acronyms, introduction, baseline context and purpose, baseline framework and methodology, findings, case studies, conclusions and recommendations. Annexes should include the TOR, inception report, project indicators with baseline values from the baseline survey, list of documents reviewed, list of persons interviewed or consulted and data collection instruments.
The consultancy firm/team is expected to upload all relevant resource documents, raw,
clean data sets and draft reports collected or prepared for this assignment on SharePoint to be created by GDC Consulting. All deliverables are to be submitted in English language versions.
Ethical consideration should be ensured during the entire survey process, including data collection. The contracted consultancy firm/team explain the study’s purpose clearly to stakeholders engaging in data collection, along with collecting the signed consent forms.
For quality control, regular brief updates and touch-base meetings will be required. The consultancy firm/team should organize touch base meetings to share updates of activities taking place to GDC consulting and to discuss any concerns/issues to ensure the survey progresses in line with the expected requirements and timeline.
- Qualifications and expertise required
Eligible applicants include public, private, and non-governmental organizations, or individuals, registered under the authorized agency of the Government of Tanzania with proven experience in baseline surveys. The ideal consultancy firm/team will possess:
- i) Minimum 5 years’ experience conducting a field assessment for baseline/ midline/endline surveys, especially in the education sector.
- ii) Education, gender, and statistics expertise preferably with Master’s degrees. iii) Good thematic understanding of out-of-school and dropout adolescents in Tanzania, youth entrepreneurship, economic empowerment for youth, basic education, prevocational training, and TVET.
- iv) Strong capacity and experience in planning and organizing survey logistics. v) Strong capacity in data management and statistics.
- vi) Relevant experience in working with international organizations on consultancy assignments, especially in baseline/midline/endline surveys.
vii) Excellent proven written, spoken English and Swahili communication skills. 8. Timeframe
The number of consultancy days is 47 working days from the date of signing of the contract. The survey is expected to commence in March 2024 and to be finalized within ten weeks . This timeline is preliminary and can be adjusted in consultation with GDC Consulting based on the survey’s progress.

Consultancy on gender-based challenges and opportunities in small scale fisheries in the Tanga-Pemba Seascape
WIOMSA is pleased to announce a consultancy to conduct research on gender-based challenges and opportunities in small scale fisheries in the Tanga-Pemba Seascape area, Tanzania.
The consultancy aims to undertake a gender assessment and develop a plan of action to promote gender equality in small-scale fisheries (SSF) and management of marine and coastal ecosystems in the Tanga-Pemba Seascape Area as part of the 12-month pilot project “Towards a Blue Future in the Tanga-Pemba. Seascape Initiative”. The projected is co-implemented by WIOMSA and the IUCN Eastern and Southern Africa Regional Office (ESARO) through funding from the Irish Embassy in Dar es Salaam-Tanzania.
The objectives of the gender assessment are to document the gender situation on the policy, legal, institutional frameworks, and strategies for the in SSF in the Tanga-Pemba Seascape; to identify opportunities and risks of promoting gender integration in the Tanga- Pemba Seascape Area small-scale fisheries and management of marine and coastal ecosystems; and to identify the key barriers limiting gender socio-economic transformation within the Seascape Area and their implications.
The consultant will develop a plan of action to address the gender challenges, detailing approaches towards address gender socio-economic issues identified in the gender assessment. The plan will define approaches that strengthen women’s participation in the SSF, including post- harvest activities (processing and marketing) and aquaculture; outline approaches for capacity building, knowledge management and transfer to enhance gender equality and women empowerment; and generate gender – sensitive monitoring and evaluation indicators that will be integrated into the overall programme Monitoring &Evaluation framework.
Application process
The assignment is expected to take no more than 8 weeks to complete. Interested consultant(s) are requested to submit their technical proposal (with work plan) and financial proposals demonstrating their ability to deliver on this assignment based on their qualifications and experience. Profiles of the team members demonstrating their academic and professional qualifications and experiences in similar work profiles of the team members are to be included too. The methodology to be used should be clearly explained. Consultancy firms divided on controversial tax scheme as ATO threatens action

Consultancy giants EY and KPMG will not follow other “big four” firms and ban the use of controversial tax minimisation scheme, which allows partners to legally divert some of their income to family members.
The scheme – known as an Everrett assignment – allows a partner to allocate a portion of their financial stake in a firm’s assets to a spouse. This could reduce their overall tax burden, especially if the spouse has no other income and is within a lower tax band.
While the scheme is legal, the Australian Tax Office (ATO) is concerned some partners may potentially have aggressively used it to reduce their tax. Other critics, including Centre for International Corporate Tax Accountability and Research (Cictar), claim the arrangement does not pass the pub test and should be phased out.

On Friday, PwC Australia joined rival Deloitte in banning new partners from using the scheme.
The decision came after criticism from senators and the ATO, which has flagged a tougher regulatory approach. About 230 PwC partners use Everetts.
“Our partners have not been entering into them and we have made the decision to prohibit such [arrangements] going forward,” PwC Australia’s chief executive, Kevin Burrowes, told a Senate inquiry into the consulting industry on Friday.
Both KPMG and EY confirmed they would not follow their rival’s lead and will continue using Everett assignments.
Around 30% of EY partners use the schemes. A KPMG spokesperson said the firm did not promote Everett assignments and fewer than 140 of around 700 partners had used them.
“We will continue to monitor relevant ATO policy and seek to ensure we are in line with community expectations on the matter,” a KPMG spokesperson said.
The ATO became concerned about Everett assignments in 2017 when it found some partners were reporting artificially low remuneration while their spouses benefited. The ATO said that in some of these cases, there was no commercial justification for the income-splitting. They believe this may have led to some partners not being taxed appropriately.
“The ATO does not consider these arrangements appropriate under the existing law,” an ATO spokesperson said. “The revenue forgone from these arrangements is not known.”
In 2018, the rules were tightened to limit access to small business capital gains tax concessions.
The ATO then announced a transition period for partners to adjust their tax arrangements before tougher regulatory action was taken against “high-risk” cases. That transition period expires on 1 July.
“Once the transitional period […] ends, any practitioners remaining in the high-risk ‘red zone’ can expect increased ATO scrutiny and enforcement action,” the ATO spokesperson said.

The ATO declined to reveal how many big four partners were considered “high-risk” before the end of the transition period.
Cictar’s principal analyst, Jason Ward, said Everett assignments were opaque and should be phased out.
“It is virtually impossible to research income-splitting of the partners in the big four accounting firms since it is all private and confidential,” Ward said.
“These types of arrangements are not in line with public expectations, but are no surprise given the broader problems with the big four that have now been well identified.”
Everett assignments are also used by law firms and partners at non-consulting businesses. But the ATO has focused primarily on partners who play “a key role within the Australian tax system”.
Labor senator Deborah O’Neill, who has helped lead a Senate inquiry into consultants, has been a long-term critic of partners who push the limits of Everett assignments.
“Inappropriate tax minimisation behaviour is an affront to the majority of Australians who are doing the right thing and paying their share of tax,” O’Neill said.
“If these firms expect to have an ongoing role as trusted practitioners within the financial and indeed government sectors, I would encourage them to have a very thorough look at the ATO’s advice and then consider whether their personal affairs would stand up to scrutiny, not just from a legal perspective, but also a moral and ethical standpoint.”
